2011 National High-efficiency Lighting Product Promotion Matchmaking Symposium was held in Beijing

On May 18, National Development and Reform Commission and the Ministry of Finance jointly held the 2009 National High-efficiency Lighting Product Promotion Matchmaking Symposium. Director of the Energy Conservation and Environmental Protection Office under the National Development and Reform Commission, Mr. Lv Wenbin and director of Energy Division of Economic Construction Department of the Ministry of Finance of the People’s Republic of China, Mr. Cha Aijun attended the meeting and made keynote speeches. Both said that the leadership of the State Council gave full attention and reconnection on the promotion of efficient lighting products. The promotion task in 2009 was the combination point of maintaining growth and adjusting structure. Heads from different provinces, autonomous regions and municipalities, Xinjiang Production and Construction Corps, the Ministry of Railways and the Ministry of General Logistics and other government departments and units, as well as the bid winning companies introduced the promotion quantities and regions. Zhejiang Sunshine, Philips and Cnlight, the three companies also introduced their experience in promotional activities last year. In the speech, Director of Energy Division of Economic Construction Department of Ministry of Finance of the People’s Republic of China, Mr. Cha Aijun, gave a briefing on the completion of the promotion activities of the government subsidies for high-efficiency lighting products in 2008 and the allocation of the subsidy funds; he also made a request on how to conduct the promotion work this year. He said that 100 million lights were to be promoted this year, completing the tasks of 150 million assigned by the State Council one year ahead of schedule. In addition, the promotion efforts will appropriately tilt to the rural areas. In terms of the requirements for the promotion of product quality and environmental protection, the state will further make strict supervision, increase management and punishment, and adopt the approach of monitoring alongside with promotion. Enterprises having quality problems will be punished severely. Director of the Energy Conservation and Environmental Protection Office under the National Development and Reform Commission, Mr. Lv Wenbin pointed out that the promotion experience and the results in 2008 have achieved positive feedback. Through the mode of "enterprise remising a certain proportion, the Government subsidizing a certain proportion, and consumers contributing a certain proportion”, all parties are the beneficiaries. Remarkable results have been achieved in reducing emissions, improving consumer demand, driving the domestic market, improving corporate visibility and market share, pulling down prices, and advocating green consumption and other areas. He also explained the bidding of the promotion activities in 2009 and the connecting of the tasks. He required that the local governments should actively cooperate with the promotion activities, strictly promote the procedures and supervision measures to ensure the smooth development of the campaign. President of the China Association of Lighting Industry Chen Yansheng attended the meeting, and expressed his views and suggestions to the representatives participating in the promotion activity. He required that the bid winning enterprises should actively cooperate with the relevant departments in the formulation of the implementation programs, strengthen the sense of quality and brand awareness, and attach great importance to product quality in the spirit of being responsible for consumers and society, ensure the quality of promoted products, pay close attention to after-sales service, ensure adequate supply of products during the commitment period, and provide fast service feedback. At the 2009, efficient lighting products promotion event, a total of 23 companies were shortlisted, to provide a total of 100 million high-efficiency lighting products including self-ballasted fluorescent lamps, double-ended fluorescent lamps and high pressure sodium lights. The central government will provide bulk products users subsidies up to 30% of product prices, and provide 50% of subsidies for resident users to promote the use of efficient lighting products; suppliers will provide one-year warranty for bulk product users and two-year warranty for residential users.
